Marinela Tudor manages the TRACES unit in Arad Romania, one of several who falsify documents to send Serbian and/or Bosnian, Bulgarian and Ukrainian dogs on Romanian TRACES.

Others are Ionel Puscas at Danyflor, Timisoara and Rudi Hoffman at Pet Shelter, Bucharest.

You have to understand the money involved to realise why this corruption exists. In some cases, local governments are funding these shelters to the tune of approximately 20,000 euro a month. In GBP terms, that is approximately £120,000 a year. Yet, despite sterilisation campaigns and tens of thousands of dogs being rehomed throughout Europe each year, the number of dogs do not appear to be decreasing. 
In addition to local funding, these units benefit from overseas donations, fees for dogs put through traces and selling passports. If the problem of stray dogs was resolved, these people would be out of business.

When I started this, I had no idea what TRACES, BIP, FAVN or many other acronyms meant and so it has been and still is a steep learning curve. Basically, TRACES is the EU system supposed to provide trace-ability for animals from country of origin (in the EU) or from entry point into the EU. That means dogs should be processed at a TRACES unit, put on the transport and all movement  is traceable. What should not happen is dogs leave Bosnia, Serbia etc, hop on a van at a petrol station in Romania or Hungary and travel using a Romanian passport, this negates the trace-ability that TRACES was implemented for.

Marinela Tudor (Paws United) is the person registered as the owner of my dog Barnaby. The fake passport is apparently signed and stamped by her friend Dr Dinca Florin Stelian and his TRACES is signed by another friend Putin Sever DSVSA.

So Marinela doesn't want me talking about this and even asked somebody to shut me up, why Marinela if you are not doing anything illegal?





Is it because you know you are illegally giving Romanian passports to Serbian dogs?



So despite being registered for TRACES and supposedly purporting to abide by the regulations, you admit to putting Serbian dogs on Romanian passports and not caring where the dogs come from. You admit to copying details from the fake passport the dogs left Serbia on into a Romanian one and you acknowledge that you were concerned these dogs were not rabies vaccinated meaning you were well aware they had no titer test. You claim you gave a further dose of rabies vaccine but that is a lie as Barnaby's titer results prove. Of course you don't were the dogs come from and nor do you care if they are carrying disease into the UK, you obviously have no regard for the law and believe yourself untouchable.


The next chat is from March 2nd this year and shows  Marinela telling a transporter that Bosnian dogs must come direct to the TRACES unit at Arad, the same was applicable for the Serbian dogs and should come without a microchip so she can chip them, an attempt to lessen the risk of mistakes by the "rescuers"? Interestingly is where Marinela says she will be available to translate for PUTIN (this has been confirmed as Putin Sever) a friend of Marinela's and the DSV official responsible for signing off many of the TRACES. So not only in Marinela having meetings to discuss the illegal importing of dogs, a Romanian official is also to be present at the meeting!
So why are these people, vets, officials, TRACES operators, is it for the love of the dogs? Sadly, I do not believe so. Working on an estimate of 200 Serbian and Bosnian dogs being put on fake passports and Romanian traces, that's approximately £5,000/ month for TRACES and the fake passport. 0ver 20 times the minimum monthly income and over 11 times the average income in Romania so a nice little tax free earner for all involved!
